1. No Owner or occupant shall dispose of any toxic material on the complex in a manner that is inconsistent with local and federal law. The Board of Directors shall be empowered to levy a severe fine against the Owner of the dwelling whose occupants have been observed illegally disposing of any toxic material. Toxic materials include, but are not limited to: oil, antifreeze, solvents, gasoline, and paint.
